A letter from the convenors of the Mekong Region Waters Dialogue raises critical concerns over the World Bank/ Asian Development Bank/ Mekong River Commissions latest plan, the Mekong Water Resources Assistance Strategy (MWRAS).

The letter raises important questions over key tenets of the strategy, including application of the hydrological model and the likelihood of success in applying the Integrated Water Resources Management paradigm. Issues surrounding equity, stakeholder participation, and accountability are also raised. A series of recommendations are made towards the MWRAS.

The issues raised reflect comments from the Mekong Dialogue meeting, held in Vientiane, Laos in July 2006. The co-conveynors of this meeting were the World Conservation Union (IUCN), Thailand Environment Institute (TEI), the International Water Management Institute (IWMI), and the Mekong Program on Water Environment & Resilience (M-POWER).
