International Rivers and Mekong Watch have released a joint position statement on the Asian Development Bank’s (ADB) decision to approve the loan for Nam Ngiep 1 even though there is evidence of a lack of compliance with their own safeguard policy. The statement is entitled “ADB Approves Loan for Dam in Laos Despite Key Safeguard Violations” and can be downloaded here. Some of the priority recommendations include calling on the ADB to withhold disbursement of the loan until the gaps in the ADB's safeguard standards are resolved, to take responsibility for the full livelihood restoration of affected people, to offer reparations to project-affected people over the course of the entire span of the project-cycle and to refrain from offering further support to large hydropower projects in Laos.
